An honest note about a small thing
Taiwan has no dedicated statute regulating cookies and browser storage. The consent banner you saw (or will see) is therefore not something the law of this jurisdiction forces onto the site; it is this publication’s own practice. Choosing “Reject” changes nothing about how the site is built or run — the honest reason for asking is to give you a say, not to extract a permission the site does not actually need.
What cookies and local storage are
Cookies are small files a website can place in your browser; local storage is a similar record kept per-site. Both are mechanisms by which a browser can remember something between visits. All the scary hallmarks people associate with the mechanism — cross-site advertising, fingerprinting, session spying — involve what is stored and by whom, not the mechanism itself.

That is the entire table. There are no analytics cookies, no advertising cookies, no third-party cookies of any kind — because the site runs no analytics and no third-party service at all, a factual audit you can verify with any browser’s network inspection: the pages load their fonts, styles, scripts and photographs from this domain and nothing else.
How to manage or drop the record
Use the Cookie settings button in the footer at any time to reopen the banner and answer again; your most recent choice replaces the older one. Or clear the record directly in your browser’s site-data settings, whereupon the banner will politely reappear on your next visit.
What happens on Reject
Everything keeps working. Articles load, the contact form sends, the type remains set. The only behavioural difference is which answer is remembered — and, as stated on the banner and in the Privacy Policy, neither answer is used for anything beyond remembering itself, because there is nothing else here that could use it.
